NORTH DEVON HOMES APPOINTS CONNAUGHT TO CARRY OUT £2.2M PLANNED MAINTENANCE PROGRAMME
26 July 2010

The 2010-11 improvement programme at North Devon Homes has been awarded to Connaught Partnerships.

Connaught will undertake approx 800 items of work including heating upgrades, bathroom replacements and external decorations.

The programme will start this month and will be completed in March 2011. Throughout the programme the emphasis will be on using local labour wherever possible to deliver the works.

Roy Porter, Connaught Partnership Project Manager, said: “We are delighted to be working in partnership with North Devon Homes. RCT HOMES TOOLS UP FOR TENANTS

One RCT Homes tenant is getting his foot on a new career ladder after a routine visit from RCT Homes led to some top quality work experience with Bouchard & Jones.

Phillip Crisp, of Cwmaman, was having a heating survey of his RCT Homes property as part of the major improvement works the housing organisation was about to start on his home.

RCT Homes Tenant Liaison Officer, Vanessa Adams was helping Phillip though the process when she discovered he was competing an NVQ level 3 qualification to become a fully qualified gas fitter but was finding it difficult to complete his portfolio of 50 gas jobs before he qualified.

Bouchard & Jones, the local plumbing and heating company, and one of RCT Homes’ main contractors, was surveying Phillip’s property for the upgrade when Vanessa approached the company to potentially offer Phillip the on-the job experience he needed.

Phillip said: “I have been retraining as a gas fitter, have completed most of my exams and was finding it really hard to get anyone to take me on for work experience – either the companies were too big they worried about insurance or too small that they didn’t have enough work.

“I think the fact that RCT Homes got involved and asked Bouchard & Jones for some participation by tenants in work experience really helped. I have been out for a few days now, working with the team doing full gas installations in tenants’ homes. It’s a great experience and amazing how efficient, quick and tidy they are! I should have the experience I need in the next few months.”

RCT Homes Tenant Liaison Officer Vanessa said: “I spoke to Bouchard & Jones to see if there was a way they could help Phillip with his portfolio. I knew it would be a good opportunity to help one of our tenants into future employment as part of RCT Homes’ social inclusion. It’s fantastic that Philips is already gaining experience and we wish him all the best in achieving his qualification.”

Antony Hart Jones of Bouchard & Jones added: “Giving this opportunity to Mr Crisp is really rewarding for us. We love working in the local area so being able to provide opportunities gives us a great sense of achievement. With our recent expansion and development of a new showroom we hope to be able to provide more opportunities like this in the near future.”

COMMUNITIES A CLEAR WINNER THANKS TO PAYBACK

Fosseway Living
Offenders in Cirencester and Stroud are helping to improve the quality of life for local communities by digging out ditches, chopping back dense undergrowth and tidying up waste ground.

These are some of the tasks that offenders have carried out for social housing landlord Fosseway Living as part of their unpaid work sentence imposed at local courts.

The dozen or so projects in and around Cirencester and Stroud have achieved some dramatic transformations near homes owned and managed by the non profit-making provider – part of Bromford Group.

It was repairs team leader Ian Williamson who saw the opportunity to improve surroundings for many Fosseway Living communities by tapping into the Community Payback scheme.

He approached the probation service and suggested a number of community-based projects that could be tackled by offenders as part of their unpaid work sentence.

The first few projects – clearing waste land and digging out bin stores at Gassons Way, Lechlade – were completed last summer, and Ian can produce an impressive list of other successful jobs carried out since.

The list also includes clearance work at digging out ditches at Melville, Bourton on Water, and Fenhill Close, Bourton on Hill – part of a wider project to help safeguard nearby homes from flooding.

Ian said: “People may not be aware of it but some five million hours of unpaid work are carried out every year through Community Payback.

“These projects range from removing graffiti and redecorating community centres to environmental improvements. In our case, I identified a number of projects that would not otherwise be carried out but which would improve the environment for our customers.”

A prime example, according to Ian, is at Bowbridge Lock, Stroud, where offenders spent a total of 45 “person” days clearing car park areas and thick undergrowth on the steep banks leading down to the Thames & Severn Canal running through a Fosseway housing estate.

Ian added: “The difference is dramatic. Before the work started, you couldn’t see the water down there. Clearing away the undergrowth has transformed the appearance.

“The offenders were supervised by Gloucestershire Probation Trust staff. They wore Community Payback visibility vests and health and safety clothing. We briefed them, handed them the tools and they got on with the job with minimal supervision.

“As a social landlord, we are trying all the time to deliver the best possible value for money for our customers and stakeholders. This is just one example of how we are achieving that aim – and, in a general sense, improving the quality of life for our neighbourhoods.

“I have totted up the total number of man days worked by offenders since the first job started last July and it comes to more than 170. If we were paying people say £75 a day that comes to a grand total of £12,825 that is being put back into the community.

“As well as carrying out the work, offenders are acquiring skills which will be useful to them in the jobs market. It’s a real win-win for everyone.”

TOR HOMES LAUNCHES FREE FUN DAYS

The next few weeks promise to be fun for tenants and residents of affordable housing provider, Tor Homes, when they team up with a range of organisations to put on a series of free summer fun days.

The housing association is urging their residents to bring all the family along for the series of free events across the South Hams, Devon.

The fun days feature bouncy castle, arts and crafts, face painting, balloon moulding, plate spinning, a falconer, fluffy bunnies and creepy crawlies, and have been organised, following feedback from tenants.

Whilst the children can play and have fun, staff will be on hand to talk to people about getting involved in the services they receive and which areas of service are most important to get right. Staff will also be on hand for tenants to report repairs and discuss any housing issues they may have.

The four events will be held between 2 and 4.30 pm at:

  • Dartmouth Leisure Centre on Tuesday 27 July
  • Ivybridge Leisure Centre on Friday 30 July
  • Totnes Pavilion Leisure Centre on Tuesday 3rd August
  • Kingsbridge Quayside Leisure Centre on Tuesday 17 August

    The housing association has teamed up with local organisations and agencies to give advice on housing, benefit entitlement, health, work and training, anti-social behaviour, childcare and energy saving.

    Some of the organisations involved include the Citizens Advice Bureau, Devon & Somerset Fire & Rescue Service, South West Pound, South Devon College, Cat’s Protection, Age Concern, Devon Youth Enquiry Service, Connexions, Royal National Institute of Blind People, Care Direct, Domestic Violence and Abuse Service, the Police and South Hams Council along with local libraries and many other organisations.

    Vicki Dunstone, Resident Involvement Manager for Tor Homes, said: “Tenants pay for a service and it is important they have a say in how their homes are managed. We know that tenants lead busy lives, so we hope that these events being held during the school holidays, with free entertainment for the children, will give them the chance to have their say about their home.”

    The events are being sponsored by Tone Leisure who run the 4 leisure centres in the South Hams.

    Family events are the order for summer 2010, and Cheltenham Borough Homes (CBH) is urging residents to come along and join in the fun.

    CBH will be running very successful neighbourhood picnics and fetes throughout the summer holidays.

    Picnics will be held from 1 to 3pm on each Thursday of the summer holidays at sites across town:

    ROK CELEBRATES WITH EXETER RESIDENT

    Exeter building and maintenance specialist Rok has celebrated its 1000th job this year for affordable housing provider, The Guinness Partnership, by presenting one of its residents with a bouquet of flowers.

    Lucky resident, 77 year-old Anne Spencer, who has lived at Eaton House, Exeter for more than 23 years, had a new heater installed in her bathroom only to discover it was a landmark for the builders.

    Anne worked for many years at The Honiton Inn across the road from where she lives and has three children, three grandchildren and two great grandchildren. She said she was delighted with the job done by Rok’s electrician.

    The installation is just one a range of running repairs and improvements Rok carries out for the Partnership to keep its quality, affordable homes in good condition for its residents.

    Nigel Whelan, Commercial Leader for Rok Exeter’s Maintenance and Build Team, said: “Working in people’s homes is a large part of what we do and I’m pleased to say we have sensitive, caring technicians who are clean, tidy and skilled in their trade. They have made real friends with the residents at The Guinness Partnership’s properties and I am very proud of them all.”

    The Team works in and around the city and across Devon on building projects valued up to £1m including alterations and refurbishments as well as planned and reactive maintenance.

    PASTURES AVENUE SCHEME OPENS IN WESTON SUPER MARE

    Raglan has opened a new scheme of 14 two and three bed properties at Pastures Avenue in St George’s in Weston Super Mare.

    The opening, attended by the Raglan team, residents and North Somerset Councillors was met with fine weather and coffee all round, which was just what the Gullick family needed as they were moving in at the time.

    Sarah Gullick said the development was “so quiet and lovely” and was proud as punch when her daughter, seven year old Lili-Mae cut the ceremonial ribbon, officially opening the scheme with Ann Harley, Chairman of North Somerset Council and Paul Robathan, Vice Chair of Raglan.

    Ann Harley was also impressed with the development, and said: “Nothing could compliment the scheme more than the people who were living there.”

    Pastures Avenue, which is close to local primary and secondary schools and medical centre, is now home to Lucy Rudge and Aaron Birkhead and their seven month old daughter.

    The scheme at St Georges, delivered by Bloor Homes, was made possible through £630,000 of funding from the Homes & Communities Agency, and has achieved Sustainable Homes Level 3 through the inclusion of solar panels which provide hot water and heating and will help to reduce the impact on the environment and the energy costs for the residents.

    KNIGHTSTONE PROJECT MANAGER VISITS ZAMBIA

    David Summerhill, Project Manager at Knightstone Housing Association has returned from two weeks in Lusaka, the capital city of Zambia.

    David along with six friends travelled out to Zambia as part of a Build Team carrying out charity works on behalf of Aid International and the Africa Enterprise Trust.

    On arrival in Lusaka, David and the team were tasked within painting the inside and outside of one of the children’s homes ‘Chimwemwe One’.

    David said: “When we got to the home, one of the children came out to open the gate and greet us. I couldn’t believe it when he ran out wearing a Knightstone tshirt that I gave him on my trip out there four years ago. He had no idea that I was coming.”

    The trip to Zambia coincided with the start of the World Cup so David called upon friends and his colleagues to donate football shirts and balls to give to the children whilst he was out there.

    David said: “I was overwhelmed at everyone’s generosity. I had multiple deliveries of football shirts, shorts, socks, balls, pens and pads all weighing in at 100 kilos and filling four large kit bags.”

    After a week of painting and a weekend off to recoup some strength the team moved onto their second job at another children’s home 45 minutes away.

    On the last day the team visited a small school in one of the poorest parts of Lusaka. 50 children between the ages of two and 15 share one classroom with two teachers. The children were given football kits and balls and within seconds their shoes were off and they were running around excitedly playing football.

    David added: “This was my fourth trip to Zambia, I love the country and the people, they’re very humble. Taking part in these trips gives me the chance to make a real difference. It was great to go back again this year and see the friends I made before.”

    HOMELESS CHARITY PIONEERS HOUSE CLEANING SERVICE

    A Plymouth homeless charity has teamed up with an affordable housing provider to offer a pioneering house cleaning service which now employs 9 people and has a turnover of £14000 a month.

    The Shekinah Mission, based in Bath Street, Plymouth, is cleaning empty properties for Tor Homes. The housing association, part of the Devon & Cornwall Housing Group, repairs and maintains 2,400 homes in the Plymouth area.

    Starting with a budget of nothing, Steve Weymouth, the Business Development Manager for Shekinah Trading approached housing associations to see if he could get them interested in offering employment to his team members.

    Tor Homes was one of the organisations which took him up on the offer and the housing company is over the moon with the success of the scheme.

    Howard Toplis, Chief Executive of Tor Homes said: “When our properties in Plymouth became empty, we used to employ contract cleaners to clean them to a certain standard, but they didn’t make the mark.

    “Since Shekinah has been doing the job for us, the properties have been in tip top condition and ready for letting. It made economic sense for us. We have never had to call them back and we could not wish for a better service.”

    The team of cleaners is led by Jeff and Lucy who both previously had drink or drug addictions. With the help of Shekinah, they have turned their lives around and now rent their own homes.

    Leigh Evans is a skilled labourer in Shekinah’s cleaning and maintenance team.

    Founded in 1992, the Shekinah Mission has been working for the relief of poverty, homelessness and social exclusion in Plymouth and Torbay.

    Their projects include work with individuals to develop self-respect, confidence, self-esteem and life skills, as well as raise aspirations in terms of successful independent living and employment. They have a drop-in centre and night hostel and offer a variety of education and training projects.

    Steve Weymouth, Business Development Manager for Shekinah Trading said: “We were so pleased that Tor Homes gave us this opportunity. You hear a lot about partnership working, but the fact that Tor Homes gave us this opportunity and are keen to work closer with us is evidence of it really working.

    “There are so many reasons as to why people become homeless. We aim to unlock their talents and find a way back to get both employment and a home of their own.”

    MERLIN RESIDENT CELEBRATES 103RD BIRTHDAY

    One of Merlin Housing Society’s oldest residents has celebrated her 103rd birthday with a party for family and friends.

    Former school teacher Dorothy Ballam was born in Bedminster in 1907 and has lived in Bristol all her life. For the past 17 years she has been living at Merlin’s supported housing scheme at Newleaze House in Filton.

    Last week Dorothy’s daughters Joan and Ann threw a birthday party at the scheme to mark her birthday and invited her neighbours to come along. Support co-ordinator Jennie Linham presented Dorothy with flowers and cake before everyone tucked into a buffet lunch.

    After blowing out the candles on her cake, Dorothy said: “Thank you all for coming; you’ve given me such wonderful me memories.”

    Her eldest daughter Joan added: “Mum is still living in her flat, still enjoying TV and her life.”

    NATIONAL FIRST FOR MERLIN WORKS

    Merlin Housing Society’s arms length repairs and maintenance directorate Merlin Works, has become the first in the country to win a new national award.

    Staff from Merlin Works travelled to London earlier in the month to receive the Housing Quality Network’s new direct labour organisation (DLO) accreditation. The accreditation is the only one in the UK specifically for DLOs working in social housing.

    CORNERSTONE URGES LOCAL MP TO BACK CAMPAIGN TO TACKLE HOUSING CRISIS

    Cornerstone Housing Association is calling on local MP, Ben Bradshaw, to address the housing crisis and to urge the Government to safeguard the provision of social rented and affordable housing.

    During the general election, the housing crisis was barely mentioned and yet over one million children live in overcrowded accommodation and a record 4.5m people are on housing waiting lists.

    Cornerstone has now joined a national campaign, led by its trade body the National Housing Federation, which calls on MPs to discuss the housing crisis in parliament and to raise concerns over housing shortages with the Secretary of State for Communities and Local Government, Eric Pickles MP.

    The National Housing Federation, which represents England’s housing associations, estimates that if, as the Institute of Fiscal Studies suggests, the housing budget were cut by a third:

  • 142,000 planned affordable homes would not be built in the period up to 2020
  • 354,000 people would be added to housing waiting lists, which are already at record levels
  • 212,000 jobs in construction and related fields could be lost or not be created.

    Rick Williams, Cornerstone’s Chief Executive said: “If we don’t safeguard the provision of social rented and affordable homes then hundreds of thousands of vulnerable people will be added to waiting lists and more than 200,000 jobs could be lost or not created.

    “Locally, we are experiencing ever increasing demand for our homes and waiting lists are growing. At the same time, new developments are being put on hold due to uncertainty over funding.”

    David Orr, chief executive of the National Housing Federation added: “We are in the midst of the worst housing crisis this country has seen in generations, with a record 4.5 million people languishing on housing waiting lists and 2.6 million people trapped in overcrowded housing. We simply cannot afford to stop building new homes and turn our backs on millions of hard up families.”

    ROYAL SEAL OF APPROVAL FOR CORNWALL EXTRA CARE SCHEME

    Cornwall’s first redeveloped Extra Care Housing Scheme for older people was officially re-opened by HRH the Duke of Kent this week.

    Coastline Housing’s Miners Court scheme in Redruth has undergone a grand scale remodel and refurbishment thanks to an investment of just over £1m from the Homes and Communities Agency (HCA) and Cornwall Council.

    The Duke visited the impressive development which now consists of 64 flats and is based in the centre of Redruth. The remodelling project has seen all flats benefit from a complete refurbishment and the introduction of community facilities such as a hairdressing salon, a surgery for use by doctors and nurses, and two respite care dwellings.

    The Duke’s visit marked the completion of the works and the official re-opening of the building as the first redeveloped ‘Extra Care’ scheme in Cornwall.

    Residents and members of Coastline Housing were delighted to welcome him to the scheme and as part of the visit the Duke also unveiled a commemorative plaque.

    Ninety-year-old resident Enid Rule, who has lived at Miners Court since the scheme was built in 1984, and her great granddaughter Lois, aged four, presented HRH with a basket of Cornish produce.

    Enid, who attended East End School in Redruth and has 6 children, 9 grandchildren and 9 great grandchildren, said: “This has been a real honour and a very fitting way to celebrate the re-launch of the scheme.

    “Being able to share the experience with my great-granddaughter made the occasion even more memorable.”

    Miners Court was officially opened by Princess Diana back in April 1985, and now 25 years on, a whole new generation of residents will reap the benefits of the scheme.

    Robert Nettleton, Chief Executive of Coastline Housing, said: “Extra Care is a new philosophy for Cornwall that is developing in response to our ever-growing older population and the support that they will need in future to live in their own homes for longer.

    “We want residents to live independently in self-contained homes and have a number of facilities here on site which they can make full use of as they become less able to get out and about.

    “It’s about providing a home for life for older people, but also opening the scheme to the local community to ensure that everyone can take advantage of the valuable services available – everything from hairdressing to podiatry and entertainment.”

    He added: “We are very pleased that HRH the Duke was able to visit Miners Court which has been at the heart of the local community for some time.”

    The refurbishment, undertaken by Coastline Housing’s subsidiary company Coastline Services, has been carried out to high environmental standards, using local labour and suppliers wherever possible.

    SOUTH WEST RDA NON-EXECUTIVE DIRECTORS CONTINUE TO SERVE ON THE BOARD

    Mark Prisk, Minister for Business, has announced continued terms of appointment to the Board of the South West RDA.

    Brian Robinson and Ellen Winser will serve from 14 December 2010 until the RDA closes. The Minister also announced a one year extension for Nick Buckland OBE who will accumulate 10 years service on the Board.

    The Minister said: “As we move toward a new framework for our regional economies, it is important that the development agencies are equipped with the leadership to ensure the transition period is a smooth one.

    “The skills and experience of these board members will be a valuable asset during this time and I hope they will continue to work with us to ensure an efficient evolutionary process.”

    Sir Harry Studholme, Chair of the South West Regional Development Agency, added: “All three board members have made outstanding contributions to the South West RDA, bringing their expertise in the worlds of business, education and local government to bear on the Agency's work.

    “Whilst RDAs are being phased out, we still have an important programme of work to carry out over the next 20 months. It's heartening to know therefore that the Agency can count on the support of Brian, Ellen and Nick as board members in this challenging transitional period.”

    SUCCESSFUL 1ST YEAR FOR GLOUCESTER JUNIOR WARDENS SCHEME

    Junior Wardens from Matson and Robinswood in Gloucester enjoyed a farewell and congratulations event to mark the end of a successful year.

    The students from Robinswood Primary School enjoyed a day of Laser – Tag, a meal out and then a visit to Robinswood Farm as a thank you to all the hard work and time they have given to the Junior Warden scheme.

    This is the first Junior Wardens scheme, launched in partnership with Gloucester City Homes (GCH), Gloucestershire Police and Matson and Robinswood Residents' Association. The aim of the scheme is to encourage children to become more involved in their community. It has proved to be a huge success not only with the children but for all those involved with the Cool Kidz Crew.

    Throughout the year the Junior Wardens have learnt about road safety, street care, anti-social behaviour and environmental issues. They have taken part in events such as Grow your own, tree planting and even visited Gloucester Police HQ.

    The Cool Kidz Crew have inspired another Junior Wardens scheme in White City Called the Street Steppers which has also been a huge success in the area. The two projects have enabled young people to really make a difference in the area in which they live. Gloucester City Homes plans to develop the Junior Warden programme in more areas of the City.

    GCH Head of Resident Involvement and Community Investment Lisa Howarth said: “The Cool Kidz Crew are a great example young people working positively in their community. It’s great to see our Junior Wardens enjoying their role and they can be proud of their achievements.”

    CIH SW: REDUCED PUBLIC SPENDING WILL PREVENT YOUNG PEOPLE GETTING ON HOUSING LADDER

    The housing shortage in the South West is now so severe that 65% of parents with children living at home believe that their children will not be able to live in their local community when they leave home and the average age of an unassisted first time buyer is now 37.

    Housing organisations fear that this housing situation will deteriorate further due to a combination of factors in the current economic climate including reduced public spending - with the possibility of more cuts to come in the autumn and changes in the planning process, which could restrict the supply of new homes in the region.

    The Chartered Institute of Housing in the South West (CIH SW) is calling on local and national politicians in the South West to remember the many young people who live in the region who need a home of their own.

    Debby Wheatley, CIH SW Media Officer said: “The average age of first time buyers is now 31 and that’s when their parents help them out; with no assistance their average age is 37 before they buy their first home.

    “The recent move by government to scrap regional building targets means that local councils can make their own decisions on the numbers of homes to be built and we call on local politicians in particular to work with their local communities to build the properties that are needed for young people in the South West.

    She added: “Housing providers are keen to find innovative ways to deliver more affordable housing with less money, to make better use of existing homes and to focus services on those who most need them.”

    CIH SW will shortly start work to develop a Housing Pact, seeking a commitment from national and local government to housing in the region.

    START ON 18 HOMES IN NORTH DEVON

    Parish councillors led the celebrations at a turf-cutting ceremony at Woolsery, near Bideford, to mark the start of 18 new homes for local people.

    Magna Housing Association is spearheading the £1.9m scheme to build 12 houses in Woolsery and six homes in nearby Bucks Cross, which are due for completion at the end of March 2011.

    The Homes and Communities Agency (HCA) has invested more than £1,200,000 in the project, allocating £800,000 for the Woolsery scheme and around £400,000 for the Bucks Cross development.


    Torridge District Council part-funded the scheme to the tune of £68,796, with the rest of the money coming from Magna.

    Woolsery Parish Council chairman David Bonnefin said housing for local people was the top priority in the parish plan that residents helped to compile in 2005.

    He added: “We hope this will go some way to meeting that need and especially to help youngsters afford to stay in the village. This is the most important thing – it’s for the people of this parish and not for anyone outside.

    “We’ve had a few setbacks over the years and if it wasn’t for Roy Turner’s dogged determination we wouldn’t be here today.”

    Roy Turner, who is vice-chairman of the council, said: “This project to provide at least some affordable homes within the Parish has taken over five years to accomplish. The help of the Community Council of Devon has been of immense value in helping the parish council to navigate the maze which any community must pass through to achieve even modest success.”

    James Higdon, Magna’s development manager in Devon, said: “We are delighted to be working with the local parish council, Torridge District Council and the contractors, Mi-space, on these important developments.

    “The houses will consist of timber frame construction and will be designed to meet Lifetime Homes standards. All dwellings will also comply with the Code for Sustainable Homes Level 3. This means that tenants will benefit from reduced fuel bills and well designed internal layouts.”

    Six two-bedroom homes and six three-bedroom properties are being built at Woolsery, near the community hall. At Bucks Cross, just down the road from the village post office, the Exeter-based builders Mi-space are creating three two-bedroom homes and three three-bedroom properties.

    Colin Molton, HCA director with responsibility for investment in the South West, said: “It is very important to us that communities like Woolsery and Bucks Cross have access to high quality, affordable housing that is badly needed.

    “The fact that this housing has been able to progress is testament to the crucial role the parish council has played in this project. Local partners have an important role to play in ensuring that housing meets the needs of local people.

    “I am pleased that we have been able to play our part in supporting the parish council and its partners in the delivery of these important schemes.”

    SHAL HOUSING APPOINTS NEW ELECTRICAL CONTRACTOR

    Bridgwater-based social landlord, SHAL Housing, has appointed S F French Electrical Contractors Limited as electrical contractor for day-to-day repairs.

    SHAL, who have their own workforce for most repair work, do not have any specialist electricians directly employed. So a tendering exercise sought prices for a range of electrical tasks amongst local companies. The work is to be awarded to S F French Electrical Contractors Limited from 1 August and will include emergencies out of office hours.

    SHAL Chief Executive, John Thomson, said: “S F French have carried out work for us in the past and so we are aware of the quality of their work. Consequently we are very pleased to be working with them in this new arrangement which is renewable for a 5 year period.”

    Steve French, of S F French Electrical Contractors Ltd, said: “The social housing sector has grown rapidly over the last 10 years and SHAL have fully committed themselves to provide the inhabitants of Sedgemoor with quality, affordable housing.

    WORK ON NEW MONMOUTSHIRE HOMES UNDERWAY

    Monmouthshire Housing has announced the construction of four new affordable homes currently underway in Llandogo.

    The site, which is situated adjacent to Llandogo Primary School, has had the full support of the children, parents and staff.

    Headteacher, Rachel Dare, has formed good relationships with the building contractors throughout the construction phase to date.

    She expressed a great interest in the environmental features of the new houses, so just before they break-up for the summer holidays Monmouthshire Housing arranged for the Rachel, some year 6 students and members of the Eco-committee from the school to visit the site.

    John Keegan, Chief Executive of Monmouthshire Housing explained all aspects of the construction and eco measures incorporated into the new properties to the students.

    The children were particularly impressed with how cheap it will be to heat and light the properties, the fact they are timber framed and that all of the rainwater will be captured for re-use, making these properties amongst the most environmentally friendly in the whole county.

    The project has transpired as a direct result of the close working partnerships formed with the Rural Housing Enabler – David James, Monmouthshire County Council, Trellech United Community Council, Melin Homes (who are acting as the Development Agency) and the Welsh Assembly Government which has provided social housing grant funding.

    The new homes (consisting of two 2 bedroomed houses and two 3 bedroomed houses) scheduled to be completed by the end of this year, will deliver urgently needed affordable housing within the village and surrounding areas.

    MHA will continue to work closely with the school and in the community over the coming months whilst the construction of the properties continues.

    WORK TO START ON BUILDING NEW AFFORDABLE HOMES IN FROME

    Flourish Homes
    The builders are moving into Randolph Road, Frome, to start work on a £16m redevelopment which will see more than 130 new affordable homes built in the area.

    The work represents a massive investment in Frome after the Homes and Communities Agency (HCA) confirmed an £8m grant towards the redevelopment in Singers Knoll and Randolph Road.

    Westbury Partnerships has been chosen by Flourish Homes, who owns the homes, to carry out the building work which is expected to take about two years.

    Alan Brunt, Managing Director of Flourish Homes, which is a member of the Aster Group said: “Our residents have been very patient with us so we want to say thank you to them for their forbearance but it really is something to celebrate that work is finally starting.

    “We were extremely pleased when we secured the £8m funding support from the Homes and Communities Agency just before the election. This is a huge investment in affordable housing for a relatively small market town so it is fantastic news for the town.

    “But in this new age of austerity I think we also have to be mindful that we’re unlikely to win another grant that size any time soon. There just won’t be that kind of money available from the HCA which is doing a lot of work within Somerset to pinpoint the areas most in need of affordable housing. What we need to do as a housing association is play our part in highlighting the continuing need in Mendip.”

    The HCA is currently working with partners in Somerset to develop a Local Investment Plan, which will outline the county’s long-term housing and regeneration priorities.

    HCA director with responsibility for investment in the South West Colin Molton said: “This development is a major investment for the HCA, and represents a great step forward in providing high quality, affordable housing in Somerset.

    “A lot of effort has been spent to get to this stage – but now the hard work really starts for the partners as the area is transformed over the next couple of years.

    “We will continue to work with partners to identify projects like this, which help to address the real shortage of affordable housing in Somerset and across the South West.”

    Currently there are 54 homes in Randolph Road and Singers Knoll which will be knocked down and replaced over a 20 month building programme. On the site there will then be:

  • 73 new homes to rent, with 26 tenants who have lived there before moving back into some of the homes
  • a 36-unit Extra Care scheme
  • 24 homes for shared ownership
  • two ‘new for old’ homes for the owner occupiers who want to stay on this estate
  • one home will stay as it is after the owner decided to stay in their present property.

    PURBECK PEOPLE TO BENEFIT FROM HOUSING RULES CHANGE

    Purbeck District Council is introducing changes to the way it allocates housing association properties in the district.

    Council Members have agreed to changes that will see housing association-owned properties made available to people who have a specific local connection to a parish or village in Purbeck. The new rules will operate in parishes or villages with a population of less than 3,000 and will apply to homes advertised through HomeChoice.

    Until now, in such areas, the council’s policy has been that 50% of vacancies are allocated to people who have a connection with the parish or village. With the change to the policy, priority for all housing association vacancies in these locations will be given to local people who apply for housing through the HomeChoice scheme.

    Councillor Beryl Ezzard, Housing and Social Issues Spokesperson for Purbeck District Council, said: “These changes will retain the vibrancy of village and parish life and help people who depend on their families to raise the next generation.”

    Purbeck District Council has also agreed changes to enable households who do not have a connection to Purbeck, but who have suffered significant harm or are in immediate risk of suffering significant harm, to be considered for re-housing.

    Finally, the council has agreed that service personnel injured or disabled in action who are seeking social housing are given high priority in recognition of their service and their need for specifically adapted accommodation.

    The extension of the local connection criteria will be monitored and reviewed in 12 months’ time.



     

    PARTY FOR RESIDENTS MARKS COMPLETION OF NEW DEVELOPMENT AT FILWOOD BRISTOL

    Residents at a development in Bristol will be getting together for a party to celebrate the completion of more than 80 new homes at Toynbee Road and Samuel Barnett Close.

    They will be joined by Bristol City Council’s Cabinet Member for Strategic Housing and Regeneration, Councillor Anthony Negus, and local MP Dawn Primarolo for a hog roast on Saturday, 31st July from 11am.

    One of the families will be laying on games for the children and there will be face and nail painting, and balloon modelling too.

    Redland Housing Association invested £8.8m in the development, including funding from the Homes and Communities Agency of £3.1m. Twenty-four of the properties are being let at affordable rents through Bristol City Council’s choice-based lettings scheme, HomeChoice Bristol.

    A further 29 were offered through ‘New Build HomeBuy’ (a government-backed shared ownership scheme) or on a deferred ‘Rent to HomeBuy’ basis, giving first-time buyers the opportunity to get a foot on the housing ladder. New Build Home Buy allowed them to buy a 40 per cent share in the property from £46,000 and to rent the remainder from Redland. They can purchase the remaining shares in their home when they are able to do so.

    Louise Swain, Managing Director of Redland Housing Association, said: “We are delighted to have had the opportunity to work in partnership with the local authority and local community to build these much-needed, affordable homes that will continue to serve generations of local residents. Knowle is an area benefiting from ongoing regeneration and this development has helped to build and sustain that community. This is a chance for us to get everyone together and celebrate that achievement.”

    Councillor Anthony Negus added: “The completion of more houses, and particularly more affordable homes is very welcome news. This will provide a mixture of homes to rent and give first-time buyers the chance to secure a place of their own.

    “We will need to continue to explore innovative ways of delivering more housing through partnership working, an approach which has enabled us to deliver an increased number of affordable homes over the last few years.”

    The 57 homes at Toynbee Road formed phase 1 of the development and were completed from March 2008 to February 2009. Phase 2 consisted of a further 24 homes at Samuel Barnett Close, completed in February 2010.

    All of the properties were designed and built to be eco-friendly, with the homes in Phase 2 meeting Level 4 of the Code for Sustainable Homes, an environmental standard set by the Building Research Establishment. They have increased insulation, photovoltaic solar panels and rainwater harvesting, making them more energy efficient and cheaper to run.

    LATEST PLANS FOR NEW PLYMOUTH NEIGHBOURHOOD GO ON SHOW

    A model of a new neighbourhood planned for the Plymstock area of Plymouth will go on show this weekend.

    The model of the proposed Morley Park neighbourhood will form the focus of a community consultation drop in event at Plymstock Library on 30 July between 2pm and 6pm.

    Persimmon Homes Ltd has submitted a planning application for a major development of 1,684 new homes to be built in phases, mainly on the former Blue Circle and Plymstock Quarry sites.

    Access for vehicles will be via an existing junction and a planned new junction with Billacombe Road.

    The model is designed to give the local community and city planners a better understanding of the masterplan.

    The planning application includes new employment land and a mixed-use local centre around a main square with the phased provision of community facilities including a supermarket and an extended primary school.

    Extensive landscaping has been built into the plans including the creation of green space, a central open space with a water feature, play areas, trails and cycle ways.

    Persimmon Homes have made many changes to their original application as a result of the economic climate and comments from members of the public as well as organisations interested in the strategic development of the east of the city.

    The drop in event will be a chance to meet Persimmon representatives and ask questions before the application goes before the council’s planning committee in the autumn.

    If the planning application is approved it would probably be subject to a legal agreement to secure planning obligations for the community and to ensure adequate measures are taken to lessen the impact of the new development on the area.

    There will be another seven days after the drop in event during which members of the public can comment on the plans.

    Councillor Ted Fry, Cabinet member for Planning, Strategic Housing and Economic Development, said: "This is a big application that could result in the phased development of a major new Plymstock neighbourhood over the next 18 years or so.

    "We want to ensure that people living near the quarry or interested in the development are up to speed on what is proposed and have a chance to shape it.”

    The developers will have people on hand at the event to explain the plans and there will also be council representatives to help with any questions about the planning policies and proposals for the area.

    WOOKEY SCHEME CELEBRATES NEW HALL

    Tenants at a Flourish Homes’ sheltered housing scheme near Wells gathered this week to celebrate the opening of their new communal room.

    On hand to help Flourish’s Head of Care Liz Bezzant declare the new space officially open was Peter Travers-Jones who, with his wife Barbara, has lived on the Wookey scheme for 17 years.

    Mr Travers-Jones was chosen at random to cut the ribbon with Liz. Mr Travers-Jones runs an art group at the village scheme and has brightened up the new room with several of his paintings, which now hang on the walls.

    The scheme’s communal room was extended as part of the building project and a bright new kitchen and a disabled toilet were added, making it a much more useful space for groups to meet.

    Liz said: “The new facilities at this communal room make it a much better space for residents at the scheme to use.

    “They can use it for parties, meetings, groups and general get togethers so there’ll be even more socialising on the scheme. We’re also hoping that other people in the village will come along to events at the communal room. We want these communal facilities on our sheltered housing schemes like Wookey to become a hub in the community so that they’re used for events that will benefit not just our tenants but others in the local area as well.”
