CITIZEN JOURNALISTS HIT THE ROAD FOR SOCIAL BREAKFAST

A team of young citizen journalists are quizzing national leaders for a new online hub - giving the UK’s youth a national voice on policy by uploading social media such as street art, ‘slam’ poetry and film.

WATMOS Community Homes tenant Richard Rossington, aged 18 from Walsall, last week interviewed Peter Marsh, Chief Executive of the Tenant Services Authority, in the first of a series of films for www.socialbreakfast.org.

Next month it is the turn of NHS Chief Executive Sir David Nicholson to face the spotlight when Seja Majeed from London will ask him about his future vision for the second largest organisation in Europe.

www.socialbreakfast.org was developed by award-winning Ashram Housing Association and the Social Media Partnership, both based in Birmingham. It has been backed by all three political parties and endorsed by Prime Minister Gordon Brown.

The unique online hub is designed to encourage young people aged 14 to 30, from socially disadvantaged backgrounds, to upload new media such as street art, ‘slam’ poetry, blogs music and other media to express their views.

Peter Marsh said: “I was delighted to take part. It is vital that young people have a voice in how our society is shaped. We in this housing world need to find new ways to talk with younger tenants to find out what really matters to them. socialbreakfast is a great way to do that.”

Richard, who also spoke about social breakfast on the BBC’s Phil Upton show, said: “It was a really interesting experience and I learnt a lot from it. Peter was really friendly and responded well to the questions.”

Jas Bains, Chief Executive of Ashram, said: “This online community is a place where young people can get their views across to the people who run this country in the way they want and take part in the democratic process.”

Ashram has recruited a small team of young tenants and equipped them with hand-held cameras to interview senior figures in the public, political and private sector during the next few months. Discussions are also underway about hosting debates regionally for local authorities on specific issues.

BARCLAYS PROVIDES £100 MILLION FOR AFFORDABLE HOMES CONSTRUCTION
01 February 2010

Barclays has provided Waterloo Housing Group with £100 million in new debt finance to support the company’s goal of constructing 3,000 affordable homes.

Waterloo Housing Group (“Group”) was formed 15 months ago following the merger of Eastern Shires Housing Group and Waterloo Housing Association and currently owns 17,500 homes predominantly in the counties of Leicestershire, Lincolnshire and the West Midlands.

The deal will provide three years’ funding and will help enable the Group to build a further 3,000 homes for families on low incomes in the Midlands, for shared ownership schemes and for sale when market conditions improve while creating jobs in the local construction sector.

David Pickering, Group Chief Executive said: “We are delighted to be building upon our longstanding partnership with Barclays through completion of this major new loan facility. The Barclays team brought a sophisticated understanding of our business requirements to the structuring and arrangement of a long term loan which can be used flexibly by two of our key subsidiaries. The facility will enable us to meet our target of providing around 1,000 new affordable homes per year across the entire Midlands region, with the group business plan now fully financed for growth over the next three years.”

David Glover, Relationship Director in the Social Housing Team at Barclays Corporate said: “This funding will enable the Waterloo Housing Group to drive forward its plans to grow organically at a time when the provision of affordable housing is much in need, and jobs in the construction industry most welcome.”

Nick Barlow at Addleshaw Goddard provided legal advice to Barclays with Ralph Picken of Trowers & Hamlins advising Waterloo Housing Group.

ORBIT HEART OF ENGLAND WORKING WITH THE CAB

Stratford-based housing association Orbit Heart of England is committing a further £10,000 to extending a successful 10-year collaboration with the Citizens Advice Bureau (CAB) that has helped its residents to overcome financial difficulties.

The Orbit Group and Orbit Heart of England have jointly supported the initiative which provides their local residents with advice about how to manage their finances over the past 10 years.

The main aim is to help Orbit Heart of England residents living in the Stratford-on-Avon district who are in financial difficulty not to lose their homes through rent arrears.

In the past 12 months specialist CAB advisor Hilary Martin has helped more than 40 local families to remain in their homes.

The service also enables residents to manage and reduce debts with the ultimate objective of becoming debt-free, while ensuring they are accessing benefits to which they are entitled, maximising their income.

During the last year the partnership with CAB has raised almost £18,000 in previously unclaimed benefit entitlements for Orbit residents. Using CAB’s experience, the scheme has also achieved more than £4,000 of benefit overpayment write-offs, secured nearly £4,500 of utility debt grants and successfully negotiated council tax and rent arrears agreements for Orbit residents.

Andy Jones, Orbit Group’s Community Investment Manager, says: “This partnership between Orbit Heart of England and Stratford District Citizens Advice Bureau is just one example of our community investment funds being used to support projects that improve the quality of life for Orbit residents.”

STAFFORDSHIRE: RECYCLING CAN BE SO UPLIFTING

Colleagues at a Staffordshire housing association have found an eco-friendly initiative designed to reduce waste to be an uplifting experience – in more ways than one.

Workers at Homezone Living, in Lichfield, have been collecting second-hand clothing, used toner cartridges, old mobile phones, unwanted spectacles – and unloved bras.

Determined to improve their green credentials, colleagues at Homezone have responded to the initiative with real enthusiasm by boosting recycling, cutting back on waste and conserving energy wherever possible. Their efforts are also helping local charities.

Last year, Homezone sent 192 bags of shredded confidential and general paper waste for recycling – estimated to save 73 trees. They cut the number of reams of paper used from 2,079 to 1,645, a reduction of more than 26%. And they collected more than 1,150 kilos of used clothing which raised £132 for charity.

Female members of staff and local residents have even been contributing by donating unwanted bras in a wide range of styles and sizes. The bras are collected on behalf of Breast Friends, a Sutton Coldfield-based charity for women with breast cancer. The charity is given £1 per kilogramme of bras, which are then sent to West Africa where they are given to under-privileged women.

Julie Walker, director of housing at Homezone Living, leads the ‘Homezone Goes Green’ group. She said: “Homezone Living is determined to do its bit for the green agenda. For the past couple of years we have made great strides in recycling a range of items – from paper and computer toners through to specs and bras. So you could say that we’ve given our support in more ways than one.

“The team have really championed the cause and have raised money to support local charities too.”

Jackie Benzecry, chairman of Breast Friends, said: “We would like to thank Homezone for including bras in their recycling programme which aids several charities. The money raised from the bras generously donated is very much appreciated and we are really pleased that the actual bras will go to underprivileged women in West Africa. We would encourage people who would like to help, where there is a recycling programme available, to donate their unwanted bras and wearable clothing to support Breast Friends.”
Breast Friends is a self-help group based in Sutton Coldfield, West Midlands. It is run by unpaid volunteers who have all been diagnosed with breast cancer and have undergone surgery. It aims to help local women with breast cancer through a difficult time by offering friendship, support and practical help.

STOURPORT CARE HOME PLANS FOR FACTORY SITE

Plans have been submitted to replace a disused Stourport factory with an elderly care home.

The planning application is the third at the former site of car parts firm Collins and Aikman in Steatite Way, Stourport, since it closed in July 2006.

The existing disused factory buildings would be demolished and a 67-bed home and 102 residential units built in their place.

An original application for a care home at the site was rejected by planners in 2008, amid concerns the location was not suitable.

Developers Bovale Ltd say between 80 and 100 jobs would be created including medical, nursing, cleaning, catering and management posts.

The 102 homes would provide “traditional family housing” similar to that already in Steatite Way, a report by Bovale says.

The homes would be a mixture of two, three, four and five-bedroom houses, with one and two-bedroom apartments also available.

The plans also include car parks and gardens for the care home and the residential development.

A report by the developers said Wyre Forest’s population was “ageing at a disproportionate rate” to both West Midlands and national averages, so there was an “increased need” to provide elderly accommodation.

There were hopes the factory would be taken up by electrical dismantling company Severntech in 2007 but the application fell through.

Bovale’s previous plans for a care home were refused after planning officers flagged up concerns over the need for a care home in the area and its location being so far from the centre of Stourport town centre services.

At the time, residents were also worried about the proposed scale of the building blocking views from neighbouring houses and the potential for increased noise from delivery and visitors' vehicles.

A consultation period will run until February 12, during which time residents can lodge any objections to the district council.

    STANDING ROOM ONLY FOR COVENTRY GREENBELT HOMES PLAN DEBATE

    There was standing room only as a meeting got under way to discuss major home building plans on the edge of Coventry.

    Hundreds gathered at St Giles Hall in Ash Green on Friday to hear what councillors had to say about the proposed development of 3,500 homes in the Keresley and Finham green belt.

    The planned construction falls within Coventry City Council’sb borders, but the Finham and Ash Green plans are part of the city’s overspill in the boundaries of Warwick District Council and Nuneaton and Bedworth Borough Council.

    The proposals form part of a “regional spatial strategy” for 82,000 new homes across Coventry, Warwickshire and Solihull.

    Residents fear the construction will have a negative impact on the area, environmentally and socially.

    “Save Our Green Belt” placards adorned the stage as councillors stood before residents to reassure them they were strongly against it.

    Andrew Burtenshaw, Nuneaton and Bedworth Borough Council’s Conservative cabinet member for planning, said: “These plans are terrible if you live in this area and your quality of life depends on you having green, open space.

    “That’s why when I became the cabinet member at the council I was so fervently against it.

    “Year after year council policy has been dictated by government and councils have been pushed into it.
    “We are determined to stand in the way of this policy.

    “We oppose it and we think it’s wrong and I’m so glad so many in this room feel the same way.”

    Mike O’Brien, MP for North Warwickshire, blamed Coventry City Council for “imposing” the scheme on the area and Nuneaton and Bedworth Borough Council for lack of consultation with residents on the issue.

    He added: “I really like people from Coventry, they’re mostly very nice people, but the councillors there have got a view about how Coventry should be and they want it to be bigger, and they want a lot more houses than they were asked to build.”

    URBAN LIVING INVITES RESIDENTS TO TAKE A SEAT

    Handsworth residents were invited to take a seat and make their neighbourhood a better place to live in a unique community event last weekend.

    Initiated and funded by government housing market renewal agency Urban Living, the 'Sense of Place' event encouraged residents to articulate the changes they would like to see take place in their area - and pledge to make a difference.

    The initiative was supported by Birmingham City Council and delivered by a consortium led by arts organisation Multistory.

    In the run-up to the event primary school children from Rookery School pulled out all the stops to customise furniture with photographs, postcards and song lyrics which were arranged to create an outdoors 'living room'.

    Here, residents pinned ideas for change onto a Soho Road map.

    A new community newsletter also got underway with budding journalists being invited to gather stories during a digital technology session at Handsworth Library.

    For Nick Corbett, Urban Living's director of urban design and enterprise, the day was about giving residents the chance to express their hopes and aspirations for the area - as well as having fun.

    He said: "January can be a bit of a gloomy month so we wanted to hold a fun-filled free event that will really get people talking and interacting in public space.

    "Feedback has been overwhelmingly positive and we were delighted to see so many residents showing their support and taking the chance to make positive steps towards improving their area".

    COVENTRY CONSTRUCTION TRAINEE LAYS FOUNDATIONS FOR THE FUTURE AT HOUSING DEVELOPMENT

    A trainee construction manager working on a new housing development in Holbrooks, Coventry is being earmarked by affordable housing and regeneration specialist Lovell as one of its stars of the future.

    Bob Nugent has joined the company’s national Lovell Management Development Academy training programme and is being prepared for a management role. Bob, 23, began his career with Lovell as an apprentice carpenter in 2002 and returns to the company having spent the majority of the last four years working in the construction industry overseas.

    During his two-year traineeship, Bob will gain practical managerial experience with Lovell, working in different departments including health and safety, surveying and development. Bob has begun his training by joining the Lovell team working on a £6.5 million mixed-tenure scheme to build 55 homes at Phoenix Court in Dunster Place, Coventry in partnership with Jephson Homes Housing Association.

    In addition, he will attend University of Wolverhampton on a day release basis where he will study for a foundation degree in construction.

    “I had the chance to start management training with Lovell when I completed my apprenticeship in 2005 and although it was something I’d always seen myself doing, I didn’t think I was ready at that time,” explains Bob. “I’m really grateful to Lovell for giving me the chance to come back and develop the next stage of my career.”

    The Lovell Management Development Academy helps management trainees identify where their strengths lie and choose the areas they want to specialise in.

    “Everyone at Lovell has been really helpful and supportive,” says Bob. “The idea of running my own sites really appeals to me and when I’ve completed my studies, I’m planning to work towards further professional qualifications which will enable me to become a site manager.”

    “Bob has all of the skills required to become a first-class construction manager,” says Lovell regional training advisor Clare Hall. “He’s made an excellent start to his management training and we’re looking forward to helping him to fulfil his potential.”

    Angela Nash, course leader for the foundation degree in construction, says: “At the University of Wolverhampton and within the School of Engineering and the Built Environment, we welcome Bob onto the foundation degree in construction. The course is for students like Bob who have gained their experience through the trades, are currently employed within the industry and now wish to gain formal recognition for their enterprise, flair and hard work.

    "The course runs as a three-way partnership between the student, the university and the employer to create a contemporary learning experience for all that constantly addresses the issues as they arise. I am sure Bob will benefit from his studies, as will those that study with him and share in his experience.”

    ASPIRE’S GOT TALENT

    Aspire Housing employees are getting a boost with the launch of a new Talent Academy.

    The career development scheme will provide staff with even more training opportunities to enhance their skills and realise their full potential.

    Five ‘Rising Stars’ have been selected from across the organisation to complete individually customised training programmes over the next 18 months.

    The Academy combines formal education, project work, mentoring and coaching from senior managers, presentations, training workshops, external placements, secondments and job shadowing.

    Customer Service Manager Craig Taylor, one of the five selected employees, said: "I think this is a great opportunity and it shows that Aspire is committed to being a success.

    “Developing our own staff is a great sign of faith in the talent that we already have within the organisation and I am very proud to be a part of that."

    Craig is joined on the programme by Senior Technical Surveyor Kevin Beattie, Trades Team Manager Annette Bennett, Area of Major Intervention Officer Kadenia Cole and Housing Officer Natalie Snell.

    Each member of the Academy has an individual career development plan along with mentoring support from the senior management team and quarterly reviews with Sinead Butters, Chief Executive of the Aspire Group.

    She said: “The Talent Academy is a fantastic way of identifying future leaders at Aspire and providing them with bespoke training that will unleash their potential to the benefit of both the individual and the business.

    “Aspire Housing is committed to nurturing talent. Having well-trained, motivated staff ultimately means we can provide the very best possible service to all our customers.”

    With nearly 500 members of staff The Aspire Group is a significant local employer. In the past 12 months it has recruited 45 apprentices - almost ten per cent of its workforce.

    It provides more than 20,000 customers with quality affordable homes and services across North Staffordshire and South Cheshire.

    TWO RIVERS ACHIEVES IIP BRONZE STANDARD

    Two Rivers have been awarded the Investors in People Bronze Standard.

    Investors in People recognised that People Management practice at Two Rivers continues to be 'good', while in some areas they are now excelling.

    Two Rivers were assessed against the Investors in People profile framework of good practice.

    This framework provides further challenges for TRH by looking beyond the standard Investors In People framework.

    Two Rivers were assessed against 4 of the 10 profile indicators and achieved the following ratings:

    • Business Strategy – level 4
    • Learning and Development Strategy – level 2
    • People Management Strategy – level 4
    • Leadership and Management Strategy – level 2

    LANCASTER HOUSE ACHIEVE DEMONSTRATION PROGRAMME STATUS BY WMCCE
    03 February 2010

    Midlands based contractors Thomas Vale Construction has seen one of its major projects Lancaster House situated in Oldbury, achieve Demonstration Project status by West Midlands Centre for Constructing Excellence.

    This Status which acknowledges the project as exemplar, places it as a potential entry to the WMCCE Constructing Excellence Awards at the annual Celebrating Construction event, in April of this year.

    The Demonstration Programme highlights projects where innovation and best practice are carried out and measured.

    The programme provides the opportunity for organisations, from every part of construction, to bring forward exemplars that demonstrate innovation and change, which can be measured, evaluated and shared.

    The 85 week project is the largest project of the Sandwell Decent Homes Partnership (SDHP) to date, a construction framework, made up of Thomas Vale and other contractor partners, tasked with ‘decent homes’ refurbishment of 30,000 homes in Sandwell.

    The £8 million improvements to the building include brickwork and concrete repairs with an external overcoat to improve both the appearance and insulation of the block.

    Repairs include; new windows, canopies to front entrance, refurbished or new balcony panels, new laundry and community room, lift refurbishment, communal area redecoration, landscaping, new parking facilities, fire precautionary work and eight new two-bedroom flats built onto the existing structure.

    The construction of the flats is a unique programme since Sandwells decent homes scheme began and will go some way toward addressing the current waiting list for council properties.

    COMMUNITY HOUSING GROUP ‘EXCELLENT SERVICE’ RECOGNISED

    The Community Housing Group has celebrated the achievement of a new Government standard, Customer Services Excellence award (CSE).

    To mark the achievement, served a specially decorated cake to the delighted residents of Adams House, Kidderminster.

    Awarded by The Cabinet Office, the Customer Service Excellence award ensures customer services are efficient and effective.

    It replaces the old Charter Mark which the Group held from 2001 until the scheme ended in 2008.

    To qualify, the Group had to comply with five different criteria covering customer insight, culture of organisation, information and access, service delivery and quality of service.

    The Group exceeded the requirement in three of the five criteria to achieve “Compliance Plus” status.

    These were for opportunities for customers to influence how services are delivered, the Groups Corporate Social Responsibility policies and effective partnership working to support and deliver the Family Intervention Project (a service which provides the most ‘at risk’ families with the high level, intensive support they need to make positive changes in their lives.

    The project also works with families to protect the security of their tenancy or prevent their children from entering the criminal justice system because of their behaviour).

    An independent Assessor visited the organisation to evaluate the service in line with the set criteria. The Assessor met staff, existing and future customers to ask first hand about their experience of the services provided.

    At the end of the assessment, he complimented management and staff on the ‘very high standards’ being met.

    In his final report, the Assessor said: “The Community Housing Group has shown that there is a clear corporate commitment to putting customers at the heart of service delivery in order to deliver excellent customer services which meets the needs of all of its customers.”

    Ray Brookes, Group Chief Executive, said: “We are thrilled with this award. It is a real accolade for the Group that the effective and efficient way our customers’ needs are being met through our services, has been recognised”.

    STAFF COUNCILLOR RESIGNS OVER HOMES PLAN

    Controversial plans for hundreds of new homes have been thrown into disarray by the resignation of a leading councillor from the group overseeing future developments, reports the Stoke Sentinel newspaper.

    Councillor Stephen Ellis, has quit as chairman and as a member of the Local Development Framework working party for Staffordshire Moorlands District Council.

    The Cheadle councillor resigned, amid claims he was undermined by council leader Sybil Ralphs.

    Mr Ellis, who is cabinet member for planning and development on the district council, was responsible for drawing up the Local Development Framework, which shapes the future of the Moorlands until 2026.

    Under Government guidelines, the authority needs to find land to accommodate 1,035 homes in Cheadle.

    But a proposal to build 700 homes at Mobberley Farm, Cheadle, was vetoed by Ms Ralphs after a storm of protests from residents.

    The proposed allocation was then switched to the Oakamoor Road and Rakeway Road areas of the town and unleashed a further public outcry.

    Last week Ms Ralphs publicly declared she would not support large-scale housing development in Cheadle – even though development land has to be found.

    Conservative Mr Ellis refused to comment on his resignation, but supporters said his position had been made 'untenable' by the council leader's stance.

    Opposition leader Linda Malyon said: "The long knives are out and I feel Stephen has been stabbed in the back.

    "The leader has totally belittled him. If you give someone a job, you should let them get on with it and not interfere.

    "The Local Development Framework is in a right mess."

    Council leader Ms Ralphs denied claims the Local Development Framework is in disarray.

    She said: "I am grateful for Stephen having chaired the party, but his resignation will make no difference to the project. The group only had one meeting left and all of the work has been done. The Biddulph section is complete, the Leek section is complete, it is just Cheadle which is the sticking point. We have some decisions to make on the numbers and also on the infrastructure. I am still not convinced the number of houses being talked about for Cheadle is the correct amount."

    The authority also needs to find land for 1,119 homes in Leek and 918 in Biddulph in the plan, which needs to be submitted to the secretary of state for the Department for Communities and Local Government by the summer.

    CARPENTERS SEEK A CHIP OFF THE OLD BLOCK

    Woodwork enthusiasts in Staffordshire are looking for a chip off the old block to help them improve their carpentry skills.

    A group of residents at Beacon Park Retirement Village in Lichfield have been busy making a range of wooden items including bird boxes, dolls houses, scenery for stage productions and model vehicles.

    Their workshop is equipped with a variety of power tools and work benches to help them drill, saw, chisel, hammer and sand their carpentry creations. Now they are appealing for a local expert to offer help and advice so they can improve their skills further.

    Carpentry is one of the many activities offered to residents at the retirement village in Lower Sandford Street.

    Beacon Park Retirement Village was unveiled to regional and national acclaim in 2005.

    A partnership between registered social landlord HomeZone Living, Extra Care and Lichfield District Council developed the top quality facility.

    Homezone’s Sue Atkins, village services manager at the retirement village, said: “Woodworking is just one of the huge variety of activities we stage to keep residents entertained and active, providing opportunities for them to socialise, make new friends and learn new skills in attractive and secure surroundings.

    “We have got a very enthusiastic group of carpenters and they are a talented bunch. They have created all sorts of items such as bird boxes, which have been distributed in the community, and stage sets for the drama productions we hold here.

    “They would really benefit from further guidance from someone who has worked either as a carpenter or possibly as a woodwork teacher or lecturer. We are appealing for anyone that has excellent carpentry skills and who can spare a couple of hours a week to share their expertise with our residents to come along and help us on a voluntary basis.”

    BOOST FOR COOKS AND GARDENERS IN SOUTH SHROPSHIRE

    South Shropshire could be bursting with new cooks and gardeners in the months and years to come as a new community project gets under way.

    The Grow, Cook and Share initiative is to launch in the spring and will focus on encouraging and enthusing both school children and the wider community about growing food and cooking it themselves.

    The four-year project for Craven Arms and Ludlow East has two full-time staff, Valerie Meehan and Sarah Robinson, and has been funded by the Big Lottery Fund's Local Food scheme in conjunction with Leader, a rural development funding programme which operates throughout Europe.

    It was developed by Ludlow 21, South Shropshire Housing Association and Craven Arms Community Food, in partnership with three schools, two community centres and the Shropshire Hills Discovery Centre.

    Valerie and Sarah will be focusing on providing practical support to existing gardening and cookery clubs in the primary schools, while promoting home-grown fruit and veg and home cooking throughout the community.

    Wider community access to produce will be organised using the schools and community centres as distribution points for surplus garden produce and bulk purchases of seasonal fruit and vegetables grown in the area.

    Two new gardens will be created at Rockspring Community Centre and Ludlow Junior School. Craven Arms Community Centre, with its state-of-the-art training kitchen will provide an ideal venue for cookery training.

    Grow, Cook and Share will also look to maximise garden use by teaming up those who would like to grow their own vegetables with those who bring years of knowledge and expertise.

    Helen Vaughan, regeneration and community development officer at South Shropshire Housing Association, said: "Connecting our youngsters with food is important, particularly in a rural community such as ours, but we can have so much more effect by spreading the enthusiasm and skills throughout the community, while also improving people's access to locally grown fresh produce.

    "This is a very exciting project and we hope to get many, many people involved."

    £9M REGEN PLAN TO BUILD 57 NEW STRATFORD HOMES

    A planning application for a £9 million redevelopment in Glebe Road and Mount Crescent, in Stratford, will be submitted to the district council at the end of this month.

    Orbit Heart of England Housing Association plans to demolish 38 social homes built in the late 1940s and replace them with 57 modern properties.

    In 2008, the association announced plans to redevelop homes made from pre-cast reinforced concrete, following a series of building surveys that showed significant structural defects.

    The homes were intended for temporary housing following the Second World War and their original lifespan was estimated to be 25 years.

    As part of the investment, an additional 19 new affordable family homes will be built, including some bungalows.

    Orbit held a public consultation exhibition at Bishopton Primary School on 9th January, showing initial designs for the scheme, and giving residents another chance to express their views.

    The results of the consultation will be incorporated into the overall designs and planning application that is expected to be submitted at the end of January.

    Subject to planning and funding Orbit hope to start work on the development this year.

    WOLVERHAMPTON HOMES TO CUT FIFTY JOBS

    Wolverhampton Homes have announced plans to cut fifty jobs.

    The losses could include compulsory redundancies at the council housing manager.

    Staff will go in the property services, performance and customer services, housing and finance divisions of the organisation that manages 23,500 council homes in the city and employs 750 people.

    Eighty posts will be lost overall, but 30 new ones will be created in a reorganisation due to be complete in six months.

    Employees were given the news at meetings on Tuesday.

    Talks over the redundancies are continuing between management and union officials.

    Wolverhampton Homes spokeswoman Kate Hughes said: “We must reduce costs and make efficiencies to improve value for customers.

    “These improvements have seen the introduction of a new IT system to allow tenants repairs to be dealt with more quickly and efficiently.

    “Staff at risk of redundancy will be offered the opportunity to apply for new posts, where they have the appropriate skills.
    Then staff will be invited to take part a competitive interview process for the remaining posts.

    “Staff will be able to apply for voluntary redundancy if they wish and compulsory redundancies will only be made once all voluntary applications have been considered.”

    Wolverhampton Homes chief executive Lesley Roberts, added: “In common with all public sector organisations we must make cost and efficiency savings in order to offer our customers better value for money.

    “Our human resources team will provide support and guidance to the affected staff throughout the process at every stage, keeping them fully informed, so they can respond to their options.”

    Wolverhampton Homes expects all the redundancies will be implemented by August.

    STRATFORD: HOUSE BUILDING RESTRICTED FOR ANOTHER YEAR

    The clampdown on new housebuilding in the Stratford district looks set to stay in place until the end of March next year despite moves to get it lifted.

    A Stratford District Council key watchdog committee overwhelmingly rejected a recommendation from the council’s own officials that the housing moratorium introduced nearly four years ago should be ended.

    The decision is likely to incite a reation as three separate applications to build a total of 1,000 new homes are currently going through the district council’s planning system.

    And these are in addition to the 500 permanent homes which form part of a £100 million leisure village scheme at Long Marston that’s already been given district council planning approval.

    The decision by one of the council’s overview and scrutiny committees also flew in the face of the desired intention of the authority’s ruling cabinet, which had described itself as “minded” to lift the housebuilding ban. However, it is unlikely that the cabinet, having referred this decision to the scrutiny committee in the first place, will now overrule it.

    The council’s planning officials had been concerned that a continuation of the moratorium would be out of step with national policy and leave the authority wide open to a string of successful appeals by developers who’d had their building plans turned down.

    At the meeting, however, councillors were mindful that Stratford’s current local plan would be expiring, in any case, at the end of March 2011. They also took into account the fact that no firm and final figures have yet been produced by the government for projected housebuilding targets in the Stratford district.

    In addition, they were especially conscious that a general election will be taking place between now and 3rd June this year and that a new government—particularly a Conservative one—is expected to make major changes to planning policy.

    WALSALL: NEW PROGRAMME TO TACKLE ILLEGAL OFF-ROAD MOTORBIKE RIDING

    Illegal off-road motorbike riding is to be tackled in Walsall through an innovative programme aimed at taking young people off the streets in the evenings and cutting anti-social behaviour.

    Scrambling sessions are being run at Frank F Harrison Community Association (CA) using funding from the West Midlands Criminal Justice Board Community Cash Back scheme.

    Cash Back gives residents a say in how assets recovered from criminals can be used locally.

    The CA has been awarded £17,814 to buy mobile floodlighting enabling sessions to be run during the evening at Harrison Motor Cross Park - the only facility of its kind in the borough.

    In addition, Walsall Housing Group (whg) has contributed £9,000 to buy five new motorbikes and protective equipment from the VIEW Community Chest fund.

    VIEW is a regeneration fund jointly managed by whg and Walsall Council funded by VAT repayments from major works.

    Julie Haywood, whg's Regeneration Manager, said: "This project was seen as an excellent diversionary activity for young people and is exactly the kind of scheme the VIEW Community Chest was set up to support in order to help bring about improvements to neighbourhoods across the Walsall borough."

    The programme will be targeted at young people involved in illegal off-road riding and will be used to both educate them about the dangers involved and provide them with a safe venue to undertake the activity. People can be referred to the programme by a range of agencies including the police and Safer Walsall Partnership.

    Bruce Bennett, development manager at Frank F Harrison CA, said: "The programme is to be seen as a reward and privilege for young people participating by making an otherwise expensive activity accessible to the young people of Walsall.

    "Should young people who are referred on to the programme persist in offending behaviours they will be excluded from the project and dealt with through the criminal justice system."

    Research shows young people are more likely to become involved in anti-social behavour in the evenings, often blaming a lack of organised activities for their behaviour.

    Safer Walsall Partnership is one of the organisations supporting the scheme. It is made up of various agencies working together to reduce crime and anti-social behaviour in the borough. Members include Walsall Council, West Midlands Police, West Midlands Fire Service, whg, NHS Walsall and New Horizons.

    Councillor Garry Perry, chair of Safer Walsall Partnership, said: "Illegal off-road motorbike riding is something which we know is of great concern to residents in a number of areas across the borough.

    "This project gives them the chance to take part in the activity in an organised and safe venue away from the streets but at the same time will make them aware of the dangers of riding motorbikes in areas such as on footpaths and in parks."

    £50 REWARD FOR TIDY SARH HOMES

    Customers who leave their home tidy when they move out will be given £50 by Stafford and Rural Homes (SARH).

    Customers that leave all surfaces, windows, skirting boards and flooring clean, remove all furniture that didn’t come with the property, and empty all their cupboards could receive the £50 reward.

    Amanda Nicklin, housing choices manager, said: “If properties are left in a good condition it means we can make them available for people looking for a home much quicker.

    “This new incentive scheme has been introduced to show our gratitude to customers that help us in this process.”

    To be eligible for the reward customers must also meet the following criteria:

    • Give four weeks’ notice of your tenancy termination or two weeks’ notice if you are transferring to another SARH property.
    • Have a clear rent account.
    • Have no outstanding repairs.
    • Have no outstanding gas and electricity bills.
    • Allow people to view the property during the last four weeks of their tenancy.

    A Birmingham housing association is cementing its commitment to developing more affordable housing with the appointment of a new team.

    Family Housing Association has taken on three new members of staff Chris Loizou, Jonathan Gould and Mark Hillman to create its development team.

    Development manager Chris Loizou, from Erdington, is bringing an eye for identifying land for development and how to improve existing housing stock for maximise the positive benefits to tenants.

    The 29-year-old, who started his training as a graduate trainee in residential development at Barratt Homes, moves from Concept Development Solutions where he was a development surveyor working on the development of social housing.

    “My specialism is in land negotiation and selecting land that is of benefit and value to the organisation. I will also be looking at how we can improve, enhance and rationalise existing stock, to ensure we are achieving best value for money,” said Chris.

    Newly appointed asset manager Jonathan Gould brings five years of asset management experience from his previous job at Orbit Housing.

    Thirty-six-year-old Jonathan, from Coventry, will be managing the home improvement project to ensure all properties are in line with the government’s Decent Homes Standard.

    As quantity surveyor for the team, 32-year-old Mark Hillman, from Tipton, will also be working on the decent homes programme. He brings experience of working on a similar project with Frank Haslam Milan on a decent homes scheme with Wolverhampton Homes.

    “I’m really pleased to be working with Family Housing,” he said. “Working in social housing is great as it is benefitting people in their everyday lives.

    “I am looking forward to working on the new and exciting projects as we are all bringing different strengths and experience which benefit the association.”

    Family Housing owns and manages more than 2,100 affordable homes in Birmingham and the west midlands.

    Community regeneration specialist Frank Haslam Milan (FHM) West Midlands is celebrating a great start to 2010 with Two Rivers Housing, after securing a £2.7 million refurbishment contract.

    FHM, which forms part of the Keepmoat group, has been selected to bring 121 properties in the Forest of Dean up to the Government’s Decent Homes standard.

    The construction firm will focus on carrying out external works such as fitting new windows and doors, roofing and rendering works to non-traditional Cornish properties.

    The improvement work will take place over 40 weeks in Sedbury, Lydney and Broadwell in Gloucestershire. FHM aims to create a number of new jobs and apprenticeship schemes as part of the contract, and will invest in the community by using a local supply chain.

    Two Rivers Housing was created in March 2003 when Forest of Dean District Council transferred its housing stock of 3,577 homes to the company. The organisation currently manages around 3,600 homes in the district and aims to develop 150 homes per year.

    FHM’s Site Manager Richard Darlow, said: “We are thrilled to win this contract which demonstrates FHM is continuing to expand, despite the economic climate.

    “This is the first time we’ve worked with Two Rivers Housing, and we hope it will open up further opportunities to work with them in future.

    “FHM is also planning to create at least three new trades’ jobs through this contract and we have already taken on a Tenant Liaison Officer from Wales so there are plenty of opportunities coming up.”

    Ian Goodridge, Senior Surveyor from Two Rivers Housing, added: “We are committed to providing quality affordable homes to meet the needs of our residents and the feedback we’ve received so far is extremely positive.

    “It’s an exciting time for both organisations as we work together to bring cornish-style PRC properties up to the Government’s Decent Homes standard. Ultimately we hope that these improvements will make the homes warmer and more energy efficient and consequently more comfortable for our residents.”

    BRUM RENT ARREARS HIT RECORD LOW

    Birmingham City Council has reduced rent arrears to under £10 million- the lowest figure in over ten years.

    Following the introduction of rent payment holidays as part of the Council’s Business Transformation programme a two week rent payment holiday was first introduced over Christmas 2008, which helped the council to reduce rent arrears by £1.1 million, contributing to an overall reduction of £2 million by March 2009.

    Over the recent Christmas period rent arrears reduced by another £1 million helping the council to achieve a ten year low.

    This year, in addition to the 2 week rent payment break during Christmas, the council is also introducing an additional 2 week rent payment holiday in Spring, which will run from 15-27 March 2010.

    The changes mean tenants’ rent is now spread over 48 weeks instead of 52 weeks and tenants in rent arrears will be given guidance and support to make additional payments during the payment holidays to help them get out of debt.

    Tenants who kept up to date with their rent payments had no rent to pay over the recent Christmas break and providing they maintain a clear rent account will enjoy the same ahead of the Easter holiday season.

    The council now also issues tenants with quarterly rent statements to help them keep their rent balance up to date and gain more control over their finances.

    Council tenant Kathy McVeagh-Luzha said, “The free weeks over the Christmas period has helped me immensely throughout January. This is usually the most stressful month waiting for payday but I have not had to worry so much this year.”

    Councillor John Lines, Cabinet Member for Housing said: “I’m delighted with this fantastic achievement, particularly during these financially testing times.

    “It’s only a few years ago, in 2005, when rent arrears were £13 million so to get to under £10 million is great for us and our tenants.

    “I’m determined to help our tenants, often on very low incomes, to manage their rent at those times of the year when making ends meet is most difficult and it’s clearly paying off.

    “I am confident we will continue to reduce the arrears over the coming year and I value good tenants who pay their rent regularly.

    “We also continue to consult with our tenants on how we can make even more improvements.”

    whg SKILLS CENTRE APPRENTICE WINS AWARD

    An apprentice carpenter who perfected his trade at Walsall Housing Group’s (whg) Skills Centre has won a prestigious award.

    Jack Carey has been named Apprentice of the Year by Stourbridge-based construction company, Mansell Construction Services Ltd.

    Jack, aged 19 and from Stourbridge, attended the whg Skills Centre, in Hollemeadow Avenue, between 2007 and 2009 to study an NVQ Level 2 in carpentry and joinery.

    Jeremy Lydiatt, of Mansell, said: “We would like to thank whg colleagues for supporting Jack and other Mansell apprentices in achieving the highest levels of achievement. Jack is now proceeding well with his NVQ Level 3 qualification.”

    The government launched National Apprenticeship Week on Monday (1st) to celebrate employers’ commitment to recruit apprentices and to urge people to consider the benefits to their skills and career of becoming an apprentice. It focuses on raising the profile of apprenticeships amongst employers, learners, parents, stakeholders and the media across the country.

    At the whg Skills Centre, in Hollemeadow Avenue, Leamore, 91 learners are currently enrolled on courses to gain industry qualifications.

    Jane Preece, Director of Organisational Development at whg, said: “We would like to congratulate Jack on being named Mansell’s Apprentice of the Year 2009, a title which is testament to the effort he displayed while at our Skills Centre.

    “National Apprenticeships Week provides a fantastic opportunity to turn the spotlight on the young learners who are working hard at our Skills Centre and to celebrate the things they are achieving. We are extremely proud of the apprentices that the centre continues to support year upon year,” she added.

    whg’s Skills Centre delivers a wider range of pre-employment, vocational, and apprenticeship-based courses in association with local employers from across the West Midlands. The courses provided cover a wide range of skills including carpentry, electrical, plumbing and bricklaying which are taught to nationally-recognised standards.

    The centre was officially opened in December 2008 by Chief Executive of the National Housing Federation, David Orr.

    The £1.4million centre includes dedicated teaching workshops for trades, an IT suite and training room.

    NUISANCE FAMILY EVICTED BY WHITEFRIARS

    A Coventry family which caused months of trauma to residents living in Radford has been evicted from a Whitefriars Housing Group property this week following a hearing at Coventry County Court.

    The latest incident heard before the judge involved the tenant’s brother who was a regular visitor to the property, in Bulwer Road.

    Kevin Brown was verbally, physically and racially abusive to neighbours - his sister’s failure to ensure any visitor to her home did not commit a criminal offence in the locality and her own anti-social behaviour, led the judge to make the eviction order.

    Whitefriars Housing Group sought the eviction against Louise Brown, and the successful injunction stopping her brother Kevin Brown from returning to the area, following previous incidents affecting the lives of nearby residents.

    Between February 2008 and August 2008 more than 30 serious problems were reported by various neighbours, including loud music being played throughout the night which led to people choosing to stay elsewhere, stones and eggs being thrown, damage to cars and fences and threatening and abusive behaviour.

    Despite warnings and advice to stop the behaviour, it continued and Whitefriars, supported by neighbours, served notice on the tenancy. The latest incident involving Ms Brown’s brother led the housing association to take action in the courts to secure a possession order in December 2009. The family were given four weeks to leave the property and left on February 3, 2010.

    Gail Cooper, Manager of Whitefriars’ specialist anti-social behaviour team asb4, said: “This family has caused a lot of misery to a number of residents. From missing appointments as they were too scared to leave the house, to being physically punched, they have had to cope with ongoing incidents which have impacted heavily on their own enjoyment of their home.

    “We hope the court’s decision and our action will now mean they have a far more peaceful and happy 2010.

    “We take all reports of anti-social behaviour seriously. It is never an easy decision to seek an eviction, but in this case the persistent nature of the incidents, and the repeated decision by the tenant to ignore all advice to stop her and her family’s behaviour, meant it was the only option available to us.”
