    11 June 2007

    Trent & Dove Housing
The official opening of an extension to provide an additional eight apartments at Trent & Dove Housing’s Highwood Court in Uttoxeter has taken place.

The apartments, which will provide much needed extra care housing for the frail elderly, form part of the upgrade to provide innovative “extra-care” facilities to its residents. 24-hour on site assistance is provided in partnership with Housing 21.

Janet Dean MP cut the ribbon and unveiled a plaque in her honour.

Within the development, the previous warden’s house has been converted into a day care centre run by Social Services. Also, works to the existing scheme have been completed to include the provision of a hair dressing salon, and a fully upgraded kitchen and laundry.

Lynne Hill, development manager at Trent & Dove Housing, said: “We are very proud to bring extra-care facilities to the Uttoxeter area and be linked to what has become such a well loved and prestigious scheme.”

    FILM MAKER SUPPORTS HOMELESS CHARITY
    11 June 2007

An award-winning film director has visited Nuneaton to lend his support to a charity that helps homeless youngsters across the district.

    Ken Loach
    Ken Loach
Film-maker Ken Loach produced Cathy Come Home, a landmark documentary on homelessness in the 1960s, which ultimately led to a change in the law on homelessness.

Mr Loach, who is the patron of the Nuneaton and Bedworth Doorway project, joined celebrations in the town yesterday to mark the charity's 10th anniversary.

The Bedworth organisation helps young homeless people aged between 16 and 25 find a safe place to stay, as well as offering them support and advice.

He said: "I am always looking for an excuse to come back to Nuneaton.

"Ten years ago, when the charity was launched, I was asked to become its patron and I have held an honorary position since.

"What outrages me is there is a need for such a charity. I have huge admiration for the people who do this sort of work. It is just sad that it is down to a charity to do it."

CPRE: ASSEMBLY MUST RESIST HOUSING PRESSURE
    11 June 2007

    Campaign to Protect Rural England
The Campaign to Protect Rural England has warned the West Midlands Regional Assembly not to cave in to government pressure to massively increase housing numbers.

The assembly is proposing to increase housing numbers to 340,000 - above levels it previously said were consistent with a strategy of concentrating development in urban areas. The assembly is also considering further ways to increase housing numbers to meet government targets of 380,000.

However, while the CPRE believes 285,000 new homes can be achieved, it fears an increase on this scale would fuel a greenfield housing bonanza which would wreck prospects for urban regeneration in the region and destroy many acres of countryside, including parts of the green belt.

Experience in other parts of the country suggests that housebuilding in the countryside will not be adequately supported by new services and infrastructure, leading to less sustainable communities in the long run.

And it claims the proposals would go against the wishes of local communities.

Peter Langley, vice chairman of CPRE West Midlands, said: “We support urban regeneration, but there is a tipping point. You reach a level where cities and towns cannot support additional housing and you are forced to release greenfield sites.

“The Regional Assembly should listen to local people and local authorities. They should send a strong message to Government that high housing numbers and unsustainable communities on green fields go together.

“Caving in to pressure to release too much housing land in unsuitable locations will not give them influence over Government decisions, it will further weaken their ability to resist the onward march of the bulldozer.”

JEPHSON TO BENEFIT FROM SMOKING BAN
    11 June 2007

    Jephson Housing Association Group
Jephson Housing Association Group has welcomed the government’s smoking ban because the closure of pubs will mean that more sites will become available for affordable housing.

Jephson has already built a number of homes on former pub sites, but expects the number of non-viable businesses to increase following the smoking ban on July 1.

Jephson Housing Association Group Midlands regional director, Phil Greeen, said: “We are increasingly seeing former pub sites coming forward as ideal potential redevelopment opportunities.”

    BIRMINGHAM EASTSIDE DEVELOPMENT ON SHOW
    11 June 2007

Plans for a new £350 million city centre housing, office, and shopping development have been on show in Birmingham.

    Curzon Park
    Curzon Park
Building firms Development Securities plc and Grainger plc have teamed up as Curzon Park Ltd to produce the scheme.

The new Curzon Park, will be built on the former Parcelforce depot site at the heart of Birmingham's Eastside regeneration zone.

The 10.5-acre site in Curzon Street is flanked by Millennium Point and the proposed new Eastside Park, a canal and a main rail line.

City planners have demanded "pleasing, well-designed frontages" on all sides so that even passing rail commuters have an attractive view.

Spokesman Simon Hoare said: "The regeneration of Birmingham's Eastside represents a terrific opportunity for the whole of the city.

"Our proposal is an important stepping stone to delivering regeneration, investment and job creation.

"We are committed to working with the local community and want to hear the views of local people on our proposal."

Curzon Park Ltd has promised to consult residents of the area for their views before submitting an outline planning application to the city council later in the summer.

The Eastside regeneration zone is expected to draw more than £6 billion of investment into the area.

This includes a number of major schemes such as Millennium Point, Matthew Boulton College, Ventureast, Masshouse Developments, Martineau Galleries, City Park Gate and Birmingham's first new city centre park for more than a century.

    BIRMINGHAM MEADWAY REGENERATION PLANS APPROVED
    12 June 2007

The major regeneration of the Meadway in the Yardley Constituency in East Birmingham has been given the green light Birmingham City Council’s Cabinet.

The decision will pave the way for a mixed tenure residential area and extra care scheme for older residents, to meet the needs of local people.

One of the Meadway tower blocks
One of the Meadway tower blocks
Approval has been given to re-house 215 tenants in five blocks of high-rise flats in the area to unlock opportunities for redevelopment on land embracing the local centre and part of the public open space. This will provide an opportunity to restructure the area and broaden housing choice in terms of property type, tenure and value, thus creating a more balanced market.

The Meadway consists of five tower blocks of222 flats, the Poolway shopping centre, library, community hall and neighbourhood office.

Now, all obsolete and low demand housing will be demolished and replaced with new Lifetime Homes Standard private and social housing to meet the current needs and future aspirations of local people.

Councillor John lines, cabinet member for housing, said: “The clearance and redevelopment of the Meadway will allow us to work with developers to provide decent homes and re-invest in council properties across the city. Creating a better environment, security and new services to the area will be key to the plans to make Meadway a vibrant community.”

Local residents in Castle, Compton, Bridgnorth, Donnington, and Kents Houses were consulted on a number of options for the future of the tower blocks and were overwhelmingly in favour of re-housing and demolition.

A framework for the vision for a new Meadway is currently being developed and the Council will be looking to secure a development partner to take forward future proposals.

Meadway is in a priority area within the East Birmingham North Solihull Regeneration Zone for investment and projected economic growth and the site has the potential to make a significant contribution to the regeneration of the Eastern Corridor.

WOLVERHAMPTON SCHEME USES MODERN METHODS OF CONSTRUCTION
    12 June 2007

A Barratt Homes development at Bushbury, in Wolverhampton has enjoyed a successful trial after using modern methods of construction.

The project comprised 42 homes, 21 each for Accord Housing Association and Heantun Housing Association.

    The Bushbury development in Wolverhampton
    The Bushbury development in Wolverhampton
The project at Bushbury is sited on a former council estate and is part of the rejuvenation of a deprived area, which includes both social and private housing. The social housing is a mix ranging from detached homes, semis, bungalows and apartments.

Iain Wardlaw, senior buyer at Barratt Homes, said: "As our first Thin-Joint project Bushbury was very much a learning experience. We were very impressed and would like to use it again, especially when we are building to Modern Methods of Construction. With experience we expect to make better use of its benefits and significantly speed the construction process."

H+H Celcon's Thin-Joint aircrete system was chosen as they are an MMC and attract Housing Corporation funding.

Having heard so much about Thin-Joint, Barratt Homes wanted to trial the system and were attracted by the speed of construction offered by a combination of light weight, large size Celcon Jumbo Plus blocks and quick-setting Celfix mortar.

H+H Celcon provided support for this first-time user with an on-site demonstration and training and support on site during the early stages of the project. Support staff also made regular visits to check on progress and the client's satisfaction with the products and system.

Celcon Jumbo Plus blocks with the Thin-Joint System were used for the inner leaf of the external walls with brick cladding, pitched, tiled roofs and an attractive dormer feature.

The site won a Barratt Homes Regional Award and the site manager, Bob Morse, was Barratt Homes Regional Site Manager of the Year for 2006.

WARM ZONE OFFERS ENERGY SAVING LIGHT BULBS
    12 June 2007

    North Staffordshire Warm Zone
North Staffordshire Warm Zone has already given away over 15,000 energy saving light bulbs and it’s estimated that during the course of the project that this figure will increase to over 200,000.

By changing just one standard 100-watt light bulb with a 20-watt energy saving bulb, a saving of around £10 can be made off electricity bills every year for up to 10 years, as well as saving 9kg carbon dioxide (CO2) each year.

If everyone installed just one energy saving light bulb the CO2 emissions saved would fill 2 million double-decker buses. And if each house installed three energy saving bulbs, it would save enough energy to run the country's streetlights for a year.

North Staffordshire Warm Zone now plans to give away four free light bulbs to every household who qualify for the Warm Zone scheme across North Staffordshire.

Supported by North Staffordshire Warm Zone Partners, the campaign aims to help save energy, money and help meet North Staffordshire’s CO2 reduction targets as part of its commitment to addressing climate change.

Tracy Hine, director of the Warm Zone, said: “The programme will help cut carbon emissions and bring immense benefits to the area.

"We expect tens of thousands of people will be able to reduce their CO2 emissions by accessing insulation grants and free light bulbs, making their homes much warmer and more comfortable whilst at the same time cutting their fuel bills.”

Pupils had the opportunity to be hands-on with the safety workshop. The assembly included an interactive presentation made by Connaught staff to over 250 children aged between 7 and 11 years of age.

The children also got the chance to handle personal protective equipment and learn the dangers of construction sites, especially the dangers of playing on scaffolding. Children were also given a building site word search competition to complete over the holidays.

The presentation was carried by site manager, Paul Hopkins and tenant liaison officer, Margaret Jones.

Paul Hopkins, site manager at Allen House, said: “During the summer months we are aware that our sites could become a dangerous temptation for young children, especially when the buildings are covered in scaffolding. Therefore we like to work together with our client, Sandwell Homes, and local schools to put across this important safety message.”

Anita While, deputy head at Ferndale Primary School, added: “It was informative, dynamic and thought provoking. The message was strong and clear and understood by all those present…we hope that the message given helps to make building sites a no-go area for children.”

WORK STARTS ON TELFORD MILLENNIUM COMMUNITY
    13 June 2007

A housebuilder has marked a momentous occasion for Telford by digging the first foundations for 750 new homes at The Village, Telford’s Millennium Community.

    English Partnerships
A joint venture between English Partnerships, Taylor Woodrow and Telford & Wrekin Council, The Village is one of seven Millennium communities across the UK designed to demonstrate best practice in social and environmental sustainability.

Groundwork teams have been on site since last summer preparing the area for Bryant Homes to begin building the new homes, the first phase of which comprises 103 properties and a civic square.

Marie Monk-Hawksworth, regeneration manager for English Partnerships, said: “We are thrilled that the wheels have been set in motion at the Telford Millennium Community site.

“These are exciting times and we are really keen to see our vision come into fruition, creating a modern, flourishing neighbourhood in which people can socialise, work and learn as well as demonstrating pioneering sustainable housing design.”

John Fitzgerald, regional managing director for Bryant Homes West Midlands, added: “Today is the start of an exciting time for Telford and everyone involved in this scheme. The Village will create a new community that also benefits the wider locality, through improved facilities and encouragement of further investment into the area.

“The scope of Telford’s Millennium Community is huge and its aspirations for suburban regeneration and social sustainability are highly commendable – it’s a project that we are both proud and excited to be involved in.”

The 35-ha former coalmine site is located at East Ketley, to the North West of Telford Town centre. Over the years, the derelict site has become a natural habitat for wildlife, which is being protected throughout the development.

The Village will meet Millennium Communities Standards on a range of criteria as part of the programme’s commitment to challenge the development process and create exemplar sustainable communities. The Village will benefit from a new school, large areas of public open space and a feature lake.

In respect to ecological and energy efficiency objectives, it will meet a number of targets that include achieving EcoHomes ‘excellent’ rating for each home; reduced metered energy consumption in homes by 20 per cent; and improve on day lighting and noise proofing in homes by 10 per cent. Each household will also have the facility to split recyclable waste in the kitchens.

FACELIFT FOR BIRMINGHAM ‘THIRD WORLD’ FLATS
    13 June 2007

A councillor who approved a £250,000 facelift for blocks of flats in Shard End Birmingham's has hit out at their years of neglect.

    Ian Ward
    Ian Ward
Cabinet member for housing, councillor John Lines has claimed that the vandalised and crumbling blocks of flats in Lillington Grove, Shard End, are structurally sound and should not be bulldozed.

However, councillor Ian Ward insisted the £250,000 being spent on the flats was "money wasted".

He said: "The conditions in these flats are absolutely appalling. Nobody deserves to live in such horrendous circumstances, it's like being in a Third World slum.

"It's a disgrace that we have people living in properties like this in the 21st Century. Tenants want to be re-housed in decent properties with central heating and double glazing."

Councillor Marje Bridle added: “It would cost an awful lot of money to refurbish these flats when it would be easier to knock them down and start again.

"The site could also be expanded to use land surrounding the flats to create even more homes. It would make sense to utilise this space to provide homes that are fit for the 21st Century."

Councillor Lines claimed Shard End councillors had received £1.5 million to fund neighbourhood projects, but had not spent a penny on the flats.

He said: "These flats have been neglected for years. While there are problems caused by neglect going back many years the buildings are structurally sound.

"We will not demolish perfectly good homes at a time when there is high demand for affordable rented accommodation in the city.

"We are going to bring them up to decent homes standard with uPVC windows and doosr and police-approved security doors on the blocks.

"Many of the problems experienced are law-and-order issues, so the housing department will be working closely with the police to tackle them.”

CANNOCK CHASE: TENANTS IN SAFETY CHECK WARNING
    13 June 2007

    Cannock Chase District Council
Cannock Chase District Council housing tenants are being reminded that they must allow workmen access to their homes to make essential safety checks after two tenants were taken to court for failing to do so.

Walsall County Court granted the injunctions against tenants in Wilcox Avenue, Hednesford, and Grasmere Place, Cannock, to allow workmen to gain access. The tenants in both cases were told that they would have to pay the court costs.

The council has a duty to carry out regular safety checks on all its heating systems including gas and solid fuel. The free checks are aimed at ensuring appliances and their flues are safe.

Tenants are given appointment dates and numerous opportunities to arrange access. Unfortunately, a small minority of tenants ignore all attempts by the council and its contractor to allow access.

Gas and solid fuel related incidents in homes can lead to fatalities. Lack of regular servicing and maintenance is one of the contributory factors.

Cannock Chase District Council housing property services manager, Mark Rogers said: “The message from Cannock Chase Council is clear – tenants should not ignore any information sent regarding gas and solid fuel safety checks.

“They could end up in court, forced to pay costs and could also be affecting their safety, their family’s safety and that of their neighbours.”

SSHA OPENS RIVERSIDE COURT IN CANNOCK
    14 June 2007

A flagship £3.9 million development of affordable apartments was officially opened in Cannock this week.

The development is a result of the partnership between South Staffordshire Housing Association, Cannock Chase District Council and developer Jessup Brothers Ltd, with Housing Corporation contributing £980,000 to the cost of the scheme.

Picture caption: (left to right) Councillor Ray Easton, Chairman of Cannock Chase District Council, Councillor Mary Easton, Chairman's Consort and Debbie Elliott CEO of SSHA.

The Riverside Court development consists of 29 high-quality apartments, including a penthouse will be available for shared ownership to people with strong local links.

The average priced two-bedroom apartment in the development is affordable to those on a single income of around £21,000 or with a joint income of around £26,000. Buyers purchase a portion of a property, paying rent on the outstanding amount, which they can then buy at a later date. Some of the units will be within reach of individuals on lower incomes than this.

The properties feature en-suites, top-of-the-range kitchens, Porcelanosa tiling, chrome over-bath showers, door entry system, secure off-road parking and a spacious, decked sitting area. A local technology school has agreed to design and produce artwork, which will be displayed on the communal stairways and corridors.

Debbie Elliott, chief executive of South Staffordshire Housing Association, said: "By offering these high-quality, apartments for shared ownership, we are putting them in reach of many first-time buyers in Cannock who might not otherwise have a chance of getting onto the property ladder."

"The high-specification and design features of these apartments give them an aspirational feel and interest in them has been strong from the start. The penthouse is included in the shared ownership scheme so people have the chance to live in a highly aspirational home at an affordable price.

"We will continue to look for opportunities in Staffordshire to develop affordable homes for local people to give them a hand into their own home and help ensure people are not forced to move elsewhere to be able to afford to live independently."

Peter Rogers, Housing Corporation board member, and Peter Jones, head of investment with the Housing Corporation, were among the guests of honour at the special ceremony.

    SPECTRUM APPOINTS BUSINESS DEVELOPMENT MANAGER
    15 June 2007

Spectrum Development Partnership has announced its appointment to the key new position of business development manager.

    Kathryn Robb
    Kathryn Robb
Kathryn Robb will be responsible for promoting and raising the profile of the West Mercia Housing Group-led development consortium while enabling its partners to maximise their opportunities to work together on new projects.

Completing her post-graduate in housing studies at the University of Glasgow, Kathryn has worked in housing throughout her career, first in local government in Lanarkshire and Worcester, before moving to work as senior consultant with Birmingham-based DTZ Consulting.

She said: “I worked with West Mercia Housing Group when I was at Worcester City Council and always had a positive feeling about the organisation, about their commitment to social housing and about how much people seemed to enjoy working there.

“This is a new role and what attracted me to it was that they were looking for someone with strategic expertise in housing and someone with experience in partnership working.

“I am really looking forward to the challenges ahead. The first tasks I will be tackling are promoting and raising awareness of Spectrum and its considerable strengths.”

Spectrum Development Partnership, which manages more than 46,000 homes in the Midlands, is a consortium of 10 independent registered social landlords led by West Mercia Housing Group and including Advance Housing Association, Bromsgrove District Housing Trust, Cara Irish Housing Association, Heantun Housing Association, Herefordshire Housing, Nehemiah UCHA, Severnside Housing, South Staffordshire Housing Association and Whitefriars Housing Group

STOKE: COUNCIL TO START WORK ON EMPTY HOMES
    15 June 2007

    Stoke-on-Trent City Council
Stoke-on-Trent City Council will start work "within weeks" to renovate two council owned properties that have been left empty for six years.

With more than 8,000 people being on the local authority's housing waiting list, residents and community leaders have criticised the council for allowing the bed-sit bungalows to remain empty and fall into disrepair.

Councillor Brian Ward said: "Three or four years ago the council wanted to demolish their bungalows in Blurton and Meir, and I have consistently put pressure on the area housing office to get them back into use.

"I have had some success, but they said with those ones the repairs would be more expensive so they haven't done them. With 8,000 people on the housing waiting list somebody would want to live there."

The council said the properties on Charsley Place and Dennington Crescent had been empty for so long because of a lack of demand for this type of home.

A spokesman for the council said: "When it last became vacant six years ago there was no demand for this sort of property. As it needed structural work and general modernisation it was 'mothballed' to await a demand for this sort of property which would justify the cost of renovation.

"With the recent increase in demand for accommodation we now believe that there is now a modest demand for bed-sit property so we will renovate it and let it."

A report by the working group highlighted a growing crisis in social housing in the city, with more than 8,300 applicants on the waiting list for one of the authority's 20,000 homes. Over the last four years, the council has lost approximately 2,000 homes to tenants taking up their "right to buy".

WEST MERCIA STAFF TO SCALE NEW HEIGHTS
    15 June 2007

Kind-hearted staff at West Mercia Housing Group are set to prove the sky’s the limit when it comes to fundraising, as they tackle one of the hardest walks in the country.

Six employees along with a group of volunteers, will attempt the Three Peaks Challenge this weekend, with West Mercia chief executive, Pat Brandum driving the team van.

Picture caption: (left to right) Jason MacGilp, Neil Crew. Elaine Mark, Emma Poole, and Tony Simpson on a practice walk.

By completing the mission, which will see the fundraisers master Ben Nevis (4,408 feet), Scafell Pike (3,205 feet) and Snowdon, (3,560 feet), the team hopes to raise more than £1,000 for the Herefordshire Supported Housing for Young People Project.

Herefordshire SHYPP is part of the West Mercia Housing Group and provides accommodation, training and support for young people threatened with homelessness across the county. It has helped more than 1,000 people since its launch six years ago.

Jason MacGlip, director of Birmingham-based Harden Housing Association, which is also part of the West Mercia Housing Group, said: “This will be a great challenge and is going to push us to the limit.

“SHYPP is something we are all involved with, so it was a natural choice for us to support it.”

The team includes Emma Poole, deputy manager at SHYPP, Roger Beaney, senior housing officer at Harden Housing Association, Elaine Mark, area new business manager for West Mercia Housing Group, Neil Crew, IT manager for West Mercia, Jason MacGilp, and Paul High, development and asset management director for the group. BIRMINGHAM LAUNCH FOR NATIONAL REFUGEE WEEK
    15 June 2007

    National Refugee Week
The opening of the tenth annual National Refugee Week 2007 will be staged in Victoria Square, Birmingham tomorrow.

It will be the first time the event, which aims to celebrate the contribution of refugees to the communities they live in and raise awareness of why they seek sanctuary, will be held outside London.

The opening will involve a host of guest speakers, performances by schoolchildren and refugee musicians, children's activities, interactive displays and exhibitions.

The theme of Refugee Week this year is Friendship and event organisers hope that the launch and the events that follow across the region will challenge stereotypes about asylum seekers and refugees.

Sylvia Dembedza, a former company director forced to flee Zimbabwe, said: "If you live in the same country for all your life it may be easy to take friendships and family ties for granted.

"But when you arrive in a new country where nobody knows you the effect is of utter bewilderment and isolation.

"Friendships that I have built since moving to the UK have been a lifeline. They have helped me retain my humanity and my dignity."

Other events being held during Refugee Week, which runs until June 25, includes a new multi-media theatre performance in Tipton, a sleep-out in St Philips Square alongside asylum seekers and a Young People's debate on refugee issues at Millennium Point.

    EVENT: TRACKING PERFORMANCE WITH WMEN
    15 June 2007

Housing leaders have the chance to get behind the wheel as part of a free networking event in Birmingham designed to boost the performance of their organisations.

    Midlands Excellence
West Midlands Excellence Network’s Track Your Performance event on June 19 offers the chance to pick up valuable tips – and in a novel way to network, have a go at go-karting at the same time.

The message of the event at Teamworks Karting is that measuring performance effectively is key for any excellent organisation. Business guru Dr Tim O’Hanlon is running the event.

During the presentation, delegates will have the chance to discuss their experiences in relation to what they are measuring and why and what they plan to do differently in the future.

And for the latter part of the afternoon, each firm will be given the chance to test their mettle against the competition on the go-kart track at the Fazeley Street venue.

West Midlands Excellence Network manager, Karen Soulsby said: “Track Your Performance promises to be a highly useful, extremely enjoyable and rather unusual combination of expert business advice and go-karting.

“Like all WMEN events, it’s designed to be full of valuable insights, highly interactive – and fun.”

A light buffet will be provided. There will be one complimentary go-karting place per organisation, additional delegates will be put on waiting list (maximum of 30 delegates)

To reserve a place at this event, email your reservation details to wmen@midlandsexcellence.org.uk

West Midlands Excellence Network is a branch of Midlands Excellence, which runs programmes, training and events to help all types of organisations to improve their performance.

Funding from regional development agency Advantage West Midlands means that it is free to attend any WMEN event.
